T1 La disciplina partidista en el Congreso de los Diputados: el sistema legal español y los estatutos de los partidos políticos

AB Son muchos los análisis que tratan de explicar las relaciones que se entablan entre los partidos políticos y sus grupos parlamentarios. Pero son pocas las investigaciones que han tenido como objeto los mecanismos que conducen a la cohesión del grupo parlamentario y del partido en el Parlamento, y más escasos aún, si cabe, en el ámbito español. Por tal motivo, en este artículo se examinan las relaciones que mantienen los partidos políticos con sus grupos parlamentarios en las Cortes Generales, prestando una especial atención a su papel en el Congreso de los Diputados. Para ello, se han analizado los mecanismos que llevan a la unidad en los grupos parlamentarios y, por lo tanto, a su capacidad de actuar concertadamente. Se ha tomado como principal objeto de estudio el Partido Popular y el Partido Socialista, dado que son las dos organizaciones que han definido, esencialmente, la democracia en España, el bipartidismo como rasgo definitorio del sistema político español.
AB There are many studies, which try to explain the relationships that will take place between political parties and their parliamentary groups, but there are few investigations, which main object is the mechanisms that lead to the cohesion of the party group in parliament, especially in Spain. Therefore, this article analyses the relations between parties and their parliamentary groups in the Spanish National Chamber. For this, we have analysed the mechanisms that lead to the unit of the parliamentary groups and, therefore, to their acting ability. We have taken as an object of study the Spanish Popular Party and the Spanish Socialist Party, since they are the two organizations that have represented the Spanish Bipartisanship Political System.
