T1 A digitalização de documentos: reflexões práticas e contemporâneas

AB O século XXI vem se destacando pelo avanço tecnológico e pela velocidade com que as informações são acessadas. Nesse cenário, os serviços de digitalização eclodem e configuram-se como solução operacional e estratégica por facilitar a transferência, o acesso e o uso da informação. Devido a essa demanda, diversos serviços de digitalização de documentos são oferecidos com rapidez e alto custo, no entanto, em muitos casos, sem a verificação e obediência às normas arquivísticas para garantir a gestão documental. A recuperação, a preservação e a segurança informacional são preceitos que não podem ser ignorados, em razão de serem atividades elementares à eficiência do gerenciamento dos documentos em meio digital. Desse modo, o objetivo do presente artigo é o de elencar e analisar os procedimentos essenciais à digitalização de documentos com vistas a garantir todos os benefícios que esse serviço oferece. Para tanto, a metodologia empregada foi a revisão de literatura, com ênfase nas reflexões de Innarelli (2012), Silva (2011), Ferreira (2006), Castro, Castro & Gasparian (2007), dentre outros estudiosos. Além disso, foi realizado o levantamento documental das orientações para a digitalização de documentos, tal como confere a jurisprudência brasileira com a Lei n. 12.682/2012 e as recomendações para a digitalização de documentos arquivísticos permanentes do Conselho Nacional de Arquivos (CONARQ). Com os resultados deste estudo, conclui-se que os serviços de digitalização, ofertados pelo mercado contemporâneo, devem ser analisados com muita prudência pelos contratantes, uma vez que a reprodução, por si só, não garante a recuperação, o acesso e o uso eficaz dos documentos digitalizados.
AB The 21st century can be highlighted by the technological advance and by the speed through which information can be retrieved. In this scenario, the scanning services arise and are framed as a strategical and operational solution since they enable the transference, access and use of information. Due to this fact, several scanning document services are offered in an agile but expensive way. In many cases, however, without verification and without compliance with the archival standards which ensure the document management. The retrieval, preservation and information security are precepts that can not be ignored, since they are crucial activities to the efficiency of the management of documents in digital environment. This way, the goal of the present article is to list and analyse the essential procedures regarding the scanning of documents aiming at guaranteeing all the benefits that this service offers. For this purpose, the methodology applied was the literature review, with emphasis in the thoughts of Innarelli (2012), Silva (2011), Ferreira (2006), Castro, Castro & Gasparian (2007), among others. Furthermore, the documental survey on the guidelines for the scanning of documents, such as defined by the Brazilian jurisprudence with the Law n. 12.682/12 and the recommendations for the scanning of permanent archival documents of the Conselho Nacional de Arquivos (CONARQ), was also performed. With the results of this study, we concluded that the scanning services, offered by contemporary industry, should be analysed with caution by the contractors, since the reproduction, by itself, does not ensure the retrieval, access and effective use of the scanned documents.
