AB El proceso permanente de ampliación en el que ha entrado la Unión Europea y la aprobación de la Constitución Europea son parte de un mismo proceso político, en el que la Constitución se convierte en la clave del éxito de la ampliación. Ésta cuenta con los elementos necesarios para despejar las incógnitas que plantea la ampliación en relación con la vertebración política europea, la pervivencia del proyecto político y la capacidad de la Unión Europea para de hacer frente a sus nuevas responsabilidad internacionales.
AB The ongoing enlargement process that the European Union has embarked upon and the approval of the European Constitution are part of the same political process, in which the Constitution has become the key to the success of enlargement. This has the necessary elements to clarify the unknowns raised by enlargement in relation to European political structuring, survival of the political project and the capacity of the European Union to address its new international responsibilities.
