Building on the literature on technology adoption and public sector modernisation, the study develops and empirically tests a model that incorporates institutional variables as moderators in the relationship between key determinants and citizens’ adoption of e-government services.Using multivariate regression techniques, the research identifies how contextual and institutional conditions influence adoption patterns at the municipal level. The findings provide evidence of the relevance of institutional environments in shaping the effectiveness of digital transformation initiatives in public administration.The study contributes to the literature on e-government by extending existing adoption models through the integration of institutional dimensions, reinforcing a governance-oriented perspective in the analysis of digital public services. %~
