Este desplazamiento hacia el Estado refleja el fracaso de la gobernanza global de la pandemia. Solo la Unión Europa ha salido al rescate económico-financiero de sus Estados miembros y de sus ciudadanos (Plan Next Generation). La democracia ha soportado mal el test de estrés de la pandemia en el mundo democrático. La peste china en el siglo XXI ha evidenciado que la división internacional del trabajo sobre la asignación y capacidad de producción ha sido desproporcionada y desequilibrante. No es el fin de la globalización ni el inicio de la desglobalización. La sociedad global pos-covid heredará un mundo más fragmentado, más competitivo y no mucho más cooperativo que el mundo pre-covid.During the pandemic, citizens have looked towards their State, not to global institutions. This shift towards the State reflects the failure of global governance of the pandemic. Only the European Union has come to the economic-financial rescue of its Member States and their citizens (Next Generation Plan). Democracy has poorly withstood the stress test of the pandemic in the democratic world. The Chinese plague in the 21st century has shown that the international division of labor over the allocation and production capacity has been disproportionate and unbalanced. It is not the end of globalization nor the beginning of deglobalization.
