No obstante el cambio de política tendrá que tener en cuenta que, con anterioridad, las políticas desarrolladas en los últimos treinta años, con la excepción de los gobiernos de José María Aznar, han permitido al Reino Unido consolidar unas posiciones que no eran ni son aceptables para los intereses nacionales españoles y rompen con la doctrina descolonizadora de Naciones Unidas y el tratado de Utrecht.The new Spanish government led by Mariano Rajoy is developing a consistent policy to achieve the decolonization of Gibraltar. However the changes to be implemented have to bear in mind the consequences of the policies implemented in the last thirty years.
