Este artículo presenta los antecedentes de la Cumbre de Guadalajara (2004) y analiza las consecuencias de la guerra en Irak y la estrategia estadounidense frente al terrorismo global y sus implicaciones en América Latina y el Caribe.The Summit of Guadalajara has shown to the vitality of the relations between the European Union and Latin America and the Caribbean, partly through a preparatory process in which they have implied a great number of actors, governmental and nongovernmental, and in individual of the civil society, although this one nonenjoyment of the due recognition.
