Las funciones comando de Madrid en la economía global : una aproximación a través del proceso de atracción de capital extranjero

El dinamismo de la metrópoli de Madrid y su intensa reestructuración territorial vienen siendo explicados desde la globalización y el cambio tecnológico, abriendo con ello el debate sobre su condición de ciudad global. Una vez precisados los límites del concepto de acuerdo con el debate internacional, este trabajo se asoma a la cuestión desde la perspectiva de la atracción de capital extranjero. El análisis de algunas fuentes estadísticas inéditas confirma la elevada concentración sectorial en las llamadas funciones comando (servicios financieros y servicios avanzados a las empresas). Su acusada concentración en la ciudad central, a pesar de la competencia de nuevas formas de acomodación en la zona metropolitana colindante (parques empresariales, ciudades financieras…), son aspectos a incorporar a la reflexión sobre el crecimiento equilibrado y sostenible de Madrid y de otras metrópolis en la actual fase de desarrollo capitalista.
Understanding knowledge and creativity-based development in well-established cities and urban regions

Developing creative and knowledge-intensive economic activities is an objective for many well-established cities and urban regions. We aim to enhance the understanding of that process by focusing on the institutional and local/regional contexts in which the activities take place. We offer a 'thick description' showing the role played by deep structural and contemporary contexts in the growth of these activities. The regions of Madrid and Amsterdam have been selected to illustrate our ideas and method. They appear equally well-established, are well-embedded in the global economy and are both strong economic centres. However, they are also well-positioned to demonstrate that specific contexts have influenced their development. In particular, Madrid's political and economic ruptures seem decisive in its development, while in Amsterdam it is self-reinforcing paths that appear crucial. We suggest developing tailored context-sensitive urban policies. These will be effective, but will also reduce the risk of losing local characteristics that may offer a unique competitive advantage.

El proyecto pretende diseñar itinerarios virtuales que permitan interpretar el paisaje desde un punto de vista transversal y multidisciplinar. Además se elaborará una guía docente con la que los estudiantes creen otros itinerarios fuera del aula.
The mobility of "creative workers" and their potential contribution to the recovery of old industrial cities in Spain

Strategies of attraction and retention of talent are gaining importance in the policy agendas of Spanish old industrial cities. However, since more evidence is needed regarding the effectiveness of these approaches this study begins by analysing the stocks and flows of ‘creative workers’ within the urban system. The inspection of a sample of their working histories confirms the capacity of this workforce to transform the nine studied cities by upgrading local human capital levels, fostering pecuniary externalities or improving local institutional frameworks. Nevertheless, some of these effects appear somehow blurred by low-skilled immigration and the dualisation of the labour market.
Old industrial cities striving to attract and retain ‘knowledge workers’: a case study from Spain

Human capital is understood as a key driver of regional growth. Consequently, strategies to attract and retain talent are gaining importance on the policy agendas of most Spanish cities. However, there is still a lack of evidence about the effectiveness of such approaches for cities affected by demographic and economic decline. The research aims to contribute to this issue by analysing the working lives of a sample of knowledge workers between 2012 and 2016, including their migratory movements. Those were defined as skilled-workers carrying out creative occupations within companies. In the second part of the research, the authors look at the recent strategies used by local authorities in some of the most representative old industrial cities in the country (Ferrol, Avilés, Torrelavega). The main policy approaches are discussed, as are specific strategies, implemented to attract and retain skilled workers or reinforce the overall attractiveness of the cities.
La innovación social como herramienta para hacer frente a los retos urbanos: una aproximación al proyecto MARES-Alimentación (Madrid).

El proyecto MARES de Madrid, liderado por el Ayuntamiento de Madrid (2016-2019), representa una de las iniciativas de innovación social más importantes de la ciudad en los últimos años. MARES desarrolló estrategias de resiliencia urbana y económica en materia de empleo desde el enfoque de la economía social y solidaria en cinco clústeres clave (alimentación, movilidad, reciclaje, energía y economía de los cuidados) para avanzar hacia un nuevo modelo productivo de la ciudad. Analizamos el proyecto a través del estudio de caso de MARES-Alimentación, el clúster que alcanzó el mayor grado de madurez, mediante entrevistas en profundidad y encuestas presenciales. Nuestras conclusiones permiten reflexionar sobre el papel de las redes de colaboración en el ecosistema innovador creado, los diferentes perfiles y formas de proximidad entre actores, la importancia de la infraestructura urbana catalizadora de la innovación social y la compleja relación de este tipo iniciativas con las instituciones públicas
Employment changes in knowledge-based industries in large urban areas of Spain: Impact of the economic crisis and austerity policies

The aim of this article is to analyse the impact of the economic crisis and austerity measures on knowledge-intensive industries in seven large urban areas in Spain. We will attempt to respond to three key questions: How have these activities evolved since the crisis? How have the fiscal austerity measures in force in the Eurozone since 2010 affected them? And finally, have large urban areas followed different development paths in recent years based on the extent of their exposure to the crisis? The analysis of employment tendencies confirms that both common trends and disparities exist, with knowledge-based industries displaying a resilient and countercyclical behaviour. Moreover, the implementation of fiscal austerity policies has had a very negative impact on these activities, but the individual consequences in each case depend on the strengths and weaknesses accumulated by each urban area over time.
Sectores Estratégicos en la Economía del Conocimiento y Desarrollo en la Ciudad de Madrid y su Región

Diversas agendas internacionales (OCDE, Europa 2020) recogen la apuesta por las actividades intensivas en conocimiento e innovación. El objetivo de esta investigación es analizar el carácter estratégico de las industrias de alta intensidad tecnológica, los servicios intensivos en conocimiento y las industrias culturales en Madrid. Se comienza revisando el planteamiento de los sectores estratégicos en grandes capitales europeas. El análisis de las redes empresariales confirma la importancia de estos sectores en la conexión global de Madrid y en la articulación de sus flujos económicos, pero también lo heterogéneo de las dinámicas temporales y espaciales del empleo. Sin perder de vista la tendencia a replicar la selección sectores estratégicos similares entre las grandes ciudades, su protagonismo en las estrategias de desarrollo urbano y regional estaría sólidamente fundamentado en el caso de Madrid.
Skill‐Relatedness and Regional Economic Development in Spain during the International Crisis and the Post‐Crisis Period

The aim of this research was to study the influence of related variety on the economic performance of Spanish provinces during the international crisis (2009–2013) and the post-crisis period (2014–2018), with the goal of contributing to assess the validity of the skill-relatedness approach. The research is based on labor flows in a sample of more than one million affiliated workers. Our results confirmed the influence of related variety on the growth of GDP and employment in knowledge-based industries, in protecting against unemployment, as well as on the creation of new firms, although with marked differences according to the economic cycle. Robustness issues and possible lines of progress using this novel methodology are also discussed.
