Item The Crossfire Rhetoric. Success in Danger vs. Unsustainable Growth. Analysis of Tourism Stakeholders. Narratives in the Spanish Press (2008–2019)(Sustainability, 2021) Ruano De La Fuente, José Manuel; Velasco González, María: Tourism has always stood out in terms of economic opportunities and personal enjoyment. However, the problem of overtourism has emerged in recent years in urban contexts of cities with diversified economies. Overtourism has become—to a much greater extent than any other variable challenging the sustainability of the tourism model—an object of public debate and the media reflect this debate, which, in the case of Spain, is concentrated in the term “tourismphobia.” This paper aims to analyse the two main opposing narratives reflected in the Spanish media on the emergence of the problem of tourismphobia and that defined what was happening to influence both public opinion and public policymakers themselves. The methodological approach used is the narrative policy framework (NPF), which considers public policies as a social construct, shaped by particular ideologies, values, and worldviews that are structured in narratives. The conclusions point to the fact that even though the “success in danger” narrative was the winner, for the first time the sustainability of the country’s tourism model is being broadly questioned and by very diverse actors. It is also clear that in order to change the trajectory of consolidated tourism policies, it is necessary to build tangible public policy alternatives that can be articulated and implemented by public actors. Based on the findings of the paper, future lines of research could use the “Narrative Policy Framework” for the analysis of sustainable tourism policies or for the study of overtourism in different countries from a comparative perspective.Item The Short Life of a Concept: Tourismphobia in the Spanish Media. Narratives, Actors and Agendas.(Investigaciones Turísticas, 2021) Velasco González, María; Carrillo Barroso, Ernesto JavierThis article forms part of a classic social science debate on the role of the media in the construction of social and political narratives. The object of the paper is to study the rise and fall of the concept of tourismphobia in the Spanish media. The case is analyzed in the light of public policies studies, especially those analyzing agenda-setting, the social construction of the definition of public problems and the struggles of coalitions seeking to impose their public policy narratives in the policy-making process. With this purpose, a database was used that collected more than 11,000 news items over a substantial period of time. Its analysis reveals that media attention rises sharply after active protest actions against tourist saturation and that the term is mostly linked to specific territories and cities and to certain political figures. It also allows us to observe how some political responses to the problem appear more in the media, while others are minimized. The conclusions indicate that the “tourismphobia” neologism was capitalized on – which is often the case with terms that circulate in the public sphere – by various groups attempting to highlight some of its semantic dimensions over others. The study also reveals that the media assume an active position in the construction of discourses in relation to tourism also as a political and not just an economic issue. Furthermore, it shows that the use of the term has greatly declined, either because the problem has become dormant or because it has been reformulated into other terms that are more in line with dominant narratives.- Project number: 33

Estos retos están en conexión con inquietudes y aspiraciones metodológicas docentes previas de los miembros de este equipo que durante años han tratado de introducir en la tarea docente diferentes formas de promoción de la participación, aprendizaje activo y dialógico. Item La política turística : objeto, contenidos e instrumentos : evolución de la política turística en la organización central del estado, 1951-2000(2022) Velasco González, María; Paniagua Soto, Juan LuisLa tesis aborda la investigación de la política turística desarrollada por el Gobierno central desde el año 1951, en el que se crea el Ministerio de Información y Turismo, hasta el año 2000, fin de la primera legislatura de gobierno del Partido Popular. La investigación utiliza, como marco teórico concreto, los modelos que, observando políticas con campos sustantivos concretos y en periodos de tiempo relativamente extensos, tratan de explicar los factores, internos o externos, que impulsan o frenan el cambio de dirección de las mismas. Para ello se trabaja con dos conjuntos de indicadores que, de manera simultánea, tratan de identificar las variaciones en las políticas que se producen por modificaciones de las condiciones externas a la arena política, y las derivadas de un cambio en el interior de la comunidad política determinada. El estudio se desarrolla en dos fases. En la primera se construye una aproximación al relato sobre la política turística del Gobierno Central. En la segunda, se analizan las variaciones de la política turística, considerando los momentos en que se producen como las situaciones críticas sobre las que se contrasta el impacto de las variables. Con estos datos se propone una interpretación de las diversas fases de la misma. Las conclusiones extraídas responden a las siguientes cuestiones: qué puede aportar el estudio de la política turística al campo del análisis de políticas; cómo ha de entenderse el fenómeno turístico para que tenga sentido analizar este campo de la acción pública; cuáles son las principales contradicciones que enfrenta la política turística y, por último, cómo ha cambiado la política turística de nuestro país durante los cincuenta años comprendidos en la investigación.Item The Crossfire Rhetoric. La propuesta es que trabajen en grupos y cuenten con la guía y apoyo tanto del profesor o profesora responsable de la asignatura como de los miembros del proyecto.
