    Limits and Contradictions of Postdevelopmentalism as a Heterodox Approach to Capitalist development

    In recent years, debates around development have seen the growing prominence of post-developmentalist proposals, which are driving the anticapitalist discourse and at the same time serving as a springboard for noncapitalist development proposals. However, the search for an alternative approach to development can disrupt the construction of viable action strategies and dilute important elements of the contributions advanced by the heterodox tradition, mainly Marxist. The aim of this paper is to systematize the limitations of post-developmentalism and articulate a heterodox paradigm that can be measured in tandem with conventional and hegemonic approaches in development studies, such as approaches stressing human development.

    Sumak kawsay in Ecuador: The role of communitarian economy and the experience of the rural communities in Sarayaku (Ecuadorian Amazonia)

    This paper analyzes the concrete experience of a communitarian economy (Sarayaku) from which empirical evidence may be drawn to enhance debates around development, post-development, and sumak kawsay. Some forms of land exploitation and social organization in rural communities such as this may better illustrate the communitarian economy and can provide solid and specific clarification of certain aspects of sumak kawsay. Analysis of these realities and their theoretical implications within current debates about development are the contribution of this work. In particular, the analysis of Sarayaku allows, first, to identify a non-capitalist economic rationality; second, to show some conditions of biocentrism; and, third, to verify the difficulties of translating these experiences to different territorial environments On this basis, we conclude with the difficulties of maintaining the communitarian economy, its social organization and its form of land exploitation in rural communities in the future.

    Is the Norwegian model exportable to combat Dutch disease?

    In many countries, oil and gas resources have proved detrimental to economic development. Norway is often presented as a resource-abundant economy which has avoided symptoms of resource curse, such as Dutch disease. This paper analyzes the key features of the Norwegian oil and gas industry, including Statoil and the Government Pension Fund Global, and it reflects on the not exportable (specificities) and exportable aspects of Norway's experience. From this analysis, we formulate the lessons that the Norwegian experience can provide to foster the improved management of oil and gas resources in other economies

    Alcance y limitaciones de las políticas de ied en las economías periféricas. Reflexiones sobre el caso boliviano

    En el presente trabajo se analizan los factores que influyen en los impactos que puede generar la ied en economías periféricas. Se señalan las estrategias y modalidades de inversión de la empresa extranjera, los rasgos de la economía receptora y el tipo de política de tratamiento al capital extranjero que se aplique. Se destaca la importancia de que ese tratamiento sea activo a la hora de establecer condiciones para la empresa extranjera y además que sean coherentes y se integren en estrategias desarrollistas más amplias. Dichas reflexiones se proyectan sobre un estudio de caso, los hidrocarburos en Bolivia desde 2006. Se constata la existencia de cierto margen para establecer políticas reguladoras, incluso siendo una economía con una configuración estructural muy vulnerable, aunque con efectos duales según las variables analizadas.

    Oil fiscal regimes and national oil companies: A comparison between Pemex and Petrobras

    Analysis of the determinants of the performance of national oil companies (NOCs) is and has always been among the most discussed topics in specialized literature. In this context, the uneven path experienced by two major Latin American NOCs – Petrobras and Pemex – is striking. Our work seeks to explain the uneven performance, focusing on the productive aspects. In particular, we analyze the oil fiscal regimes in Brazil and Mexico as a very crucial aspect – though not the only one – within oil-rich countries that may shed light on the disparities between Petrobras and Pemex. The contribution of our work to the existing literature derives from the relationship that we establish between the characteristics of the respective oil fiscal regimes and the productive performance of the two NOCs, with special consideration paid to the ways in which a fiscal regime contributes, or not, to promoting and guiding the investment efforts of companies. We compare investment, production, and reserve indicators of Pemex and Petrobras and conclude that the Mexican and Brazilian oil fiscal regimes can largely explain the productive and investor performance of both NOCs.

    Límites y contradicciones del postdesarrollismo como inspiración heterodoxa frente al desarrollo capitalista

    Una parte importante de los debates y controversias actuales alrededor del desarrollo y sus implicaciones se derivan del giro postestructuralista de los estudios del desarrollo. Particularmente, en los últimos años se han extendido las ideas y propuestas asociadas a planteamientos postdesarrollistas que intentan impulsar y liderar el discurso anticapitalista, impugnando incluso los esfuerzos por configurar horizontes de un desarrollo alternativo (no capitalista). No obstante, esa pretensión de impulsar alternativas al desarrollo, sin distinguir sus modalidades ni vincularlo con el debate sobre sistemas económicos, puede desarticular la construcción de estrategias de actuación viables y diluir una parte importante de los esfuerzos de la tradición heterodoxa, principalmente marxista. Este trabajo se propone valorar críticamente las limitaciones del postdesarrollismo para articular un paradigma heterodoxo que pueda medirse con los enfoques convencionales y hegemónicos en los estudios del desarrollo orientados, en definitiva, a la reproducción del desarrollo capitalista.
