Abstract
Este documento de trabajo presenta un diagnóstico de la evolución y los cambios recientes que atraviesan las políticas de la memoria en América Latina, enmarcadas históricamente dentro de un modelo autóctono de interpretación y gestión pública del pasado que se basa, en esencia, en el vínculo normativo entre memoria, derechos humanos y democracia. Así, partiendo en primer lugar de una caracterización general de este “modelo latinoamericano de la memoria”, se proponen tres criterios o dimensiones para el análisis de los principales desafíos políticos que comprometen su continuidad. Los dos primeros identifican una serie de transformaciones asociadas con la evolución “interna” del modelo, relativas a la ampliación de los contenidos de esta agenda y a la erosión de sus formas y repertorios políticos tradicionales. El tercero se hace cargo de la influencia “externa” que las nuevas derechas radicales ejercen sobre la política memorial en la región, sometida, a raíz de todos estos factores, a una reconfiguración de sus consensos y expectativas originales.
This working paper presents an overview of recent evolution and changes in politics of memory in Latin America, historically framed within an autochthonous model of public interpretation and governance of the past that is essentially based on the normative nexus between memory, human rights and democracy. Based on a general characterisation of this “Latin American model of memory”, three criteria or dimensions are proposed for analysing the main political challenges that compromise its continuity. The first two criteria identify a set of transformations linked to the “internal” evolution of the model, which relate to the expansion of the content of this agenda and the erosion of its traditional political forms and repertoires. The third criterion addresses the “external” influence that the new radical right exerts on memory politics in the region, which, because of all these factors, is undergoing a reconfiguration of its original consensus and expectations.
