Abstract
Frente a la escasez que se proyecta de muchos recursos naturales que atesoran países suramericanos, a través de la Unión de Naciones Suramericanas y su Consejo de Defensa Suramericano, algunos actores optaron por intentar securitizarlos desde una perspectiva regional. Este trabajo pretende profundizar en el movimiento de securitización de los recursos naturales estratégicos que se puso en marcha durante la primera década de recorrido de este organismo suramericano (2008-2018). Así, gracias al modelo de las “3P´s” de Leonard y Kaunert, se analiza cómo se planteó el problema, qué alternativas se propusieron y qué nivel de negociación política se desplegó. Todo ello, en un contexto marcado por la importancia creciente de los recursos naturales estratégicos en aras de garantizar un suministro seguro y sostenible de materias primas necesarias para la transición digital, energética y verde, así como el renovado interés por el organismo suramericano.
Faced with the projected scarcity of many natural resources that South American countries treasure, through the Union of South American Nations and its South American Defense Council, some actors opted to try to securitize them from a regional perspective. This work aims to delve into the securitization movement of strategic natural resources that was launched during the first decade of this South American organization (2008-2018). Thus, thanks to the model of the "3P's" proposed by Leonard and Kaunert, it is analyzed how the problem was raised, what alternatives were proposed and what level of political negotiation was deployed. All this, in a context marked by the growing importance of strategic natural resources in order to guarantee a safe and sustainable supply of raw materials necessary for the digital, energy and green transition, as well as the renewed interest in the South American organization.
