Abstract
Las situaciones excepcionales de afluencia masiva como la provocada por Turquía en 2015 requieren la solidaridad inmediata en condiciones de seguridad para todos. Esta crisis traerá reformas en la UE, en especial la protección
conjunta de las fronteras exteriores ante situaciones que puedan desbordar a un Estado. Toda afluencia masiva es un drama para los que buscan refugio. Y también puede provocar crisis en la convivencia en los Estados receptores,
los inmediatos y los de acogida. O se hace con orden y seguridad o puede desestabilizar los Estados receptores y sus vecinos.
Exceptional situations of mass influx such as the one caused by Turkey in 2015 require immediate solidarity in conditions of security for all. This crisis will bring reforms in the EU, especially protection coordination of the external borders in situations that may overwhelm a State. Every massive influx is a drama for those seeking refuge. And it can also cause a crisis in coexistence in the receiving States, the immediate ones and the host ones. Either it is done with order and security or it can destabilize the receiving States and their neighbors.
