Abstract
Council of Europe Member States that have ratified the European Landscape Con-vention have committed themselves to the integration of the landscape into territorial and urban planning policies and into their sectoral policies of territorial impact. This paper studies the assimilation of this regulation in the Spanish, national and regional legal sys-tems, based on a historical evolution. It will be seen that the predominant model, despite appearances, continues to be the sectoral one, which has been beset in recent times by the pre-eminence of the renewable energy infrastructure sector.
