El interés de esta investigación se enmarca en la emergencia de gobiernos de coalición como un fenómeno cada vez más recurrente en las democracias modernas, indistinto de su sistema político. De acuerdo con el índice de democracia de 2022, publicado por la Unidad de Inteligencia del periódico inglés The Economist, 19 de 24 “democracias plenas” son gobernadas bajo alguna coalición. Por otro lado, desde finales del siglo XX, los gobiernos minoritarios se han convertido en la regla más que en la excepción tanto en democracias presidenciales como parlamentarias. Gobernar en solitario es un privilegio de pocos, sólo 2 de las “democracias plenas” identificadas en la edición 2022 se encuentran en esta posición...
Coalition governments are emerging everywhere in today's democracies, whether they have a presidential or parliamentary system. According to the 2022 Democracy Index published by the Intelligence Unit of the British newspaper The Economist, 19 out of 24 countries classified as “full democracies” are governed by some form of coalition, even though they exhibit varying degrees of professionalism and discipline. This phenomenon is directly related to the need to meet the challenges of governability of modern democracies. Since the last decades of the XX century, minority governments have been the rule rather than the exception, both in presidential and parliamentary regimes. Moreover, the sole exercise of power is a privilege possessed by few, of all the “full democracies” in 2022, only 2 were in this position...
