Abstract
El presente documento de política pretende presentar un tipo de medidas de desarme que puedan vincular la seguridad con el desarrollo. Para ello, se definirán este tipo de medidas, para más adelante focalizarse en los programas de Desarme, Desmovilización y Reintegración (DDR) de antiguos combatientes y, más concretamente, la fase de reintegración de base comunitaria, lo que contribuirá a la reconciliación y un mayor y mejor desarrollo de dicha sociedad. El estudio de caso que servirá para ilustrar este tipo de reintegración es Haití, donde el paso del tiempo ha servido para comprobar como las causas de la violencia armada se diluyen desde las motivaciones políticas hacia las criminales.
This policy paper aims to introduce some specific disarmament measures that may link both security and development agendas. To that purpose, these measures will be defined in order to focus later on Disarmament, Demobilisation and Reintegration (DDR) programmes for former combatants and particularly on community-based reintegration, which will contribute to achieve reconciliation as well as a greater and better development of this society. The study case that has been chosen to illustrate this kind of reintegration is Haiti, where the passing of time has revealed how the real causes of armed violence dissolve from political to criminal motivations.
