dc.description.abstractIt has often been claimed that the Solonian Council of 400 would have had a probouleutic function, similar to that of Clisthenic boule. Albeit undoubtedly the case, it probably had broader prerogatives and greater decision-making powers than the Clisthenic boule, as will be contended below by identifying this body with the Heliaea in its initial stages during Athenian history.
