Abstract
Esta tesis doctoral se enfoca en la historia de las reformas en materia de financiamiento político en México, organizada en tres olas: 1973-1986, 1989-2000 y 2003-2023. La investigación comienza con un análisis de la mecánica reformista electoral en México durante la etapa de Partido hegemónico no competitivo (1917-1973), para luego adentrarse en las tres olas de reformas en materia de financiamiento político las cuales tuvieron un impacto en el sistema político mexicano. Las principales preguntas que van a guiar la investigación son ¿por qué se han reformado las leyes en materia de dinero en la política en México -frecuentemente-, y cuál ha sido su impacto en el proceso de transición democrática?Uno de los principales resultados de la investigación es que los contextos de crisis de gobernabilidad han impulsado a las elites políticas mexicanas a promover la agenda de las reformas y pactar sus acuerdos. Las diversas reformas electorales en materia de financiamiento político han tenido como principales objetivos impulsar la confianza, competencia y equidad en los procesos electorales, pero también reducir la deslegitimación hacia el sistema político mexicano lo que ha tenido un impacto en la dinámica del cambio y la lucha por el poder político en México...
Money is essential for the functioning of electoral processes and, therefore, of contemporary representative democracies, but it can also be the cause of their deterioration, through various symptoms such as corruption, abuse of power or the capture of the State by legal or illegal organizations, which may be national or international.The solution that has been promoted to address these important challenges in any modern political society has been to legislate on political financing. Mexico is a country that has (re)channel its political system by reforming its electoral laws on multiple occasions, especially during the last 50 years, where they have focused on creating reliable and equitable electoral processes, with special attention to providing financing public to political parties. Considering the foregoing, this doctoral thesis investigates why electoral laws are -frequently- regulated in terms of political financing in Mexico and its consequences for the Mexican political system...
