Abstract
El refuerzo del actor internacional Unión Europea (UE) con la entrada en vigor del Tratado de Lisboa (2009) y la necesidad de adaptar su actuación en el mundo a la creciente complejidad internacional multipolar, configuran un nuevo enfoque para la política exterior europea, explicitado en la Estrategia Global para la Política Exterior y de Seguridad (2016). Los conceptos de pragmatismo asentado en principios, resiliencia estatal y social y autonomía estratégica impulsan una aproximación más coherente con las realidades de terceros Estados, incidiendo particularmente en el vecindario oriental. Dicha reconfiguración estratégica tiene una aplicación anticipada en el caso de Armenia, con el Acuerdo de Colaboración Global y Reforzado (CEPA) de 2017, un acuerdo ad hocen el marco de la Asociación Oriental, como uno de sus primeros resultados. The strengthening of the European Union (EU) as an international actor with the entryin to force of the Treaty of Lisbon (2009) and the need to adapt its action in the world to the growing multipolar international complexity, have shaped a new approach to European foreign policy, as enshrined in the Global Strategy for Foreign and Security Policy (2016). The concepts of principled pragmatism, state and social resilience and strategic autonomy drive a more coherent approach to the domestic realities of third states, with a particular focus on the Eastern neighbourhood. Such strategic reconfiguration has an early application in the case of Armenia, with the 2017 Comprehensive and Enhanced Partnership Agreement (CEPA), an ad hoc agreement within the Eastern Partnership framework, as one of its first outcomes. Moreover, other significant developments, especially in security and defence, are in line with EU’s new approach and growing projection as an actor that is beginning to be able to provide security in the neighbourhood...
