Abstract
La presente investigación cuenta con una relevancia significativa en el contexto de la gestión de residuos y sus complejas relaciones entre instituciones organizadas bajo diversas estructuras. El análisis es particularmente importante en el área del manejo de residuos sólidos, un aspecto de vital importancia para la sostenibilidad ambiental y salud pública. La adecuada gestión de residuos es fundamental para enfrentar los desafíos actuales y futuros, optimizar los recursos disponibles y mejorar la calidad de vida de los ciudadanos, la investigación proporciona información necesaria para el desarrollo de políticas públicas y prácticas de gestión más sostenibles. El principal objetivo consistió en analizar las diversas estructuras organizativas - de formas de cooperación intermunicipal- en la Gestión Integral de Residuos Sólidos (GIRS), orientadas hacia una Economía Circular Inclusiva (ECI) en Ecuador. Para alcanzar este propósito, se llevó a cabo una revisión sistemática de la literatura y se contextualizó el marco de las formas y experiencias de cooperación intermunicipal. Además, se analizaron los factores que influyen en la eficiencia y eficacia de la cooperación intermunicipal (CIM) en dos casos de estudio de gestión por cooperación, y en un caso de estudio de gestión por cuenta propia. Asimismo, se propusieron estrategias de modelos organizativos tanto para la gestión por cooperación como para la gestión por cuenta propia, con el fin de facilitar la transición hacia una economía circular en la GIRS...
The present research holds significant relevance in the context of waste management and its complex relationships among institutions organized under various structures. The analysis is particularly important in the area of solid waste management, a vital aspect for environmental sustainability and public health. Proper waste management is fundamental to addressing current and future challenges, optimizing available resources, and improving citizens' quality of life. The research provides necessary information for the development of more sustainable public policies and management practices. The primary objective was to analyze the various organizational structures – forms of inter-municipal cooperation – in Integrated Solid Waste Management (ISWM), oriented towards an Inclusive Circular Economy (ICE) in Ecuador. To achieve this purpose, a systematic literature review was conducted and the framework of forms and experiences of inter-municipal cooperation was contextualized. Additionally, the factors influencing the efficiency and effectiveness of inter-municipal cooperation (IMC) were analyzed in two case studies of cooperative management and one case study of self-management.
