Abstract
El objeto de la presente tesis doctoral es el estudio de los certificados de atributos energéticos (CAEs) o también llamados, certificados del origen de la energía en el sector eléctrico que surgieron tras su liberalización y la aparición del derecho a la libre elección del comercializador por parte de los consumidores. Hoy en día, estos instrumentos de mercado son los únicos que acreditan al consumidor que una cantidad de energía eléctrica renovable se ha introducido en la red eléctrica, y se conocen con el nombre de garantías de origen (GdO) en la Unión Europea o renewable energy certificates (RECS) en los Estados Unidos. En este trabajo de investigación, nos hemos detenido en la clasificación regulatoria de los CAEs dentro los mercados de derechos y hemos contrapuesto los sistemas de anotaciones y reclamaciones (book and claim systems) en los que se insertan los CAEs a los sistemas de techo y comercio (cap and trade) y créditos (credits) respecto de la acreditación de la reducción de emisiones de gases de efecto invernadero...
The object of this doctoral thesis is the study of energy attributes certificates (EACs), also called certificates of origin of energy in the electricity sector that emerged after its liberalization and the appearance of the right to freely choose the trader by consumers. Today, these market instruments are the only ones that demonstrate to the consumer that a quantity of renewable electric energy has been introduced into the electricity grid, and they are known as guarantees of origin (GoO) in the European Union or renewable energy certificates (RECS) in the United States. In this research work, we have focused on the regulatory classification of the EACs within the tradeable rights markets and we have compared the book and claim systems in which the CAEs are inserted to the cap-and-trade systems and credits systems with respect to the accreditation of their reduction of greenhouse gas emissions...
