ELN y la paz total en Colombia: las dificultades de un proceso de negociación que nunca acaba

Abstract

El siguiente trabajo analiza el proceso de negociación que transcurre entre el gobierno colombiano de Gustavo Petro y la guerrilla del Ejército de Liberación Nacional (ELN). A partir de una prolija revisión de la literatura especializada en investigación para la paz y resolución de conflictos, se identifican los que son considerados como los factores que más repercuten en el avance o no de un diálogo de paz. Tras ello, el trabajo contextualiza las experiencias más importantes que fracasaron en el pasado para, con ello, entender y problematizar el proceso actual. Al respecto se analizan aspectos como el nivel de hostilidades, la agenda de negociación, la cohesión de la guerrilla, el papel de los saboteadores o los rasgos del equipo negociador. De esta manera, y aunque hay muchos elementos de aprendizaje con respecto a experiencias del pasado, concurren aspectos que, por cómo se están desarrollando, pueden contribuir a dificultar un buen avance en las conversaciones que actualmente transcurren con la guerrilla más longeva del continente.

The following paper analyzes the negotiation process currently underway between the Colombian government led by Gustavo Petro and the guerrilla of the National Liberation Army (ELN). Based on a thorough review of the specialized literature on peace research and conflict resolution, this paper identifies the factors that are considered to have the greatest impact on the progress or failure of a peace dialogue. It then contextualizes the most important experiences that failed in the past to analyze the current process. In this regard, these pages analyze aspects such as the level of hostilities, the negotiation agenda, the cohesion of the guerrilla, the role of spoilers and the characteristics of the negotiating team. In this way, and although there are many elements to learn from past experiences, there are aspects that, due to the way they are developing, may contribute to hinder a good progress in the talks that are currently taking with the longest-lived guerrilla in the continent.
