Abstract
Esta tesis doctoral tuvo como propósito plantear una propuesta metodológica, alternativa, para evaluar el impacto de programas de superación de pobreza, específicamente los programas de Transferencias Condicionadas que se implementan en países de América Latina. El interés de esta propuesta es contribuir, por un lado, con una aportación teórica/metodológica que amplía el campo comprensivo del funcionamiento de estos programas de desarrollo social y, por otro lado, al análisis de políticas públicas y a la mejora de las intervenciones públicas a propósito del contexto de las administraciones orientadas a la gestión por resultados y las políticas basadas en evidencia.El punto de partida fue analizar el posicionamiento actual de los procesos de evaluación de políticas y programas sociales en América Latina, identificar practicas evaluativas y enfoques de evaluación de impacto, así como la identificación de elementos analíticos, no considerados en las experiencias de evaluación en la región y que contribuyen a profundizar en el estudio de los impactos y a ampliar de los marcos comprensivos sobre el funcionamiento de las intervenciones...
This doctoral thesis had an aimed to propose an alternative methodological proposal to evaluate the impact of programs for overcoming poverty, specifically the Conditional Transfers programs implemented in Latin American countries. The interest of this proposal is to contribute, on the one hand, with a theoretical / methodological contribution that expands the comprehensive field of operation of these social development programs and, on the other hand, the analysis of public policies and the improvement of public interventions to the improvement of public interventions due to the context of administrations oriented towards results management and evidence-based policies.The starting point was to analyze the current positioning of the evaluation processes of social policies and programs in Latin America, to identify evaluative practices and impact assessment approaches, as well as the identification of analytical elements is not considered in evaluation experiences in the region and which contribute to a deeper study of impacts and to broadening of the comprehensive frameworks on the interventions and that contribute to deepening the study of the impacts and to extending of the comprehensive frameworks on the operation of the interventions...
