Abstract
La obra de investigación que aquí se presenta aborda temas tan relevantes como son el Estado, la sociedad y la seguridad, explorando la demanda de seguridad ciudadana y la estructura y funciones del Estado en la perspectiva de la seguridad nacional en dimensión internacional. La complejidad relacional es máxima, y la relevancia de los temas también lo es, planteando aquí una visión lo más aséptica y fundamentada posible. Se examina la relación entre la Constitución y las Fuerzas Armadas, analizando sus competencias y misiones. Además, se profundiza en la Protección Civil desde sus orígenes hasta la creación de la Unidad Militar de Emergencia (UME), destacando su evolución, acciones y gestión. También se aborda el concepto y la aplicación del derecho de excepción, centrándose en el Estado de Alarma y su implementación durante la pandemia de COVID-19.La UME se presenta tras el análisis como una herramienta esencial en situaciones de emergencia, destacando sus acciones tanto en el ámbito nacional como en operaciones internacionales, junto con su papel en la protección del medio ambiente y la lucha contra amenazas biológicas, radiológicas, nucleares y químicas. El plan de formación de la UME y su colaboración con organizaciones internacionales, su rol en la sociedad española y la comparativa con otros países lleva a presentar las cuestiones que, en este espacio, en negro sobre blanco, aquí se plantean.
The research work presented here addresses such relevant topics as the State,society and security, exploring the demand for public safety and the State’s structure and functions from the perspective of national security in an international dimension. The relational complexity is maximum, and the relevance of the topics is also maximum, proposing here a vision that is as aseptic and well-founded as possible. The relationship between Constitution and Armed Forces is examined, analyzingt heir powers and missions. In addition, Civil Protection is delved into from its origins to the creation of the Emergency Military Unit (UME), highlighting its evolution, actions and management. The concept and application of the law of emergency is also addressed, focusing on the Alarm State and its implementation during the COVID-19 pandemic. After the analysis, the UME is presented as an essential tool in emergency situations, highlighting its actions both at the national level and in international operations, along with its role in protecting the environment and combating biological, radiological, nuclear and chemicals. UME’s training plan and its collaboration with international organizations, its role in Spanish society and a comparison with other countries leads to submitting the issues that, in this space and set down in black and white, are raised here.
