El técnico municipal de patrimonio cultural: una figura por definir e institucionalizar

Abstract

El patrimonio cultural es una competencia no obligatoria de los ayuntamientos y complementaria de las que ejercen las Comunidades Autónomas. Muchos museos municipales no solo están gestionando sus propias colecciones, sino que también están asumiendo roles de gestión integral del patrimonio local. Pero no es sostenible que cada municipio tenga un museo. No obstante, ello no debe ser obstáculo para que los municipios se doten de políticas de patrimonio cultural. Para ello proponemos institucionalizar la figura específica del técnico municipal de patrimonio cultural. Para relexionar sobre esta propuesta, partimos del análisis del marco competencial (legislación local, sectorial y urbanística, sobre todo en Cataluña) y de la situación actual de los técnicos locales de patrimonio, en Cataluña. También analizamos la figura del arqueólogo municipal. Finalmente, justificamos la necesidad de la gestión y gobernanza del PC desde la esfera local con criterios de servicio público, incluyendo su protección a través de catálogos urbanísticos, y formulamos propuestas sobre el perfil y las funciones del técnico municipal de patrimonio cultural.

The cultural heritage is a non-mandatory competition of the municipalities and complementary to those exercised by the Autonomous Communities. Many municipal museums are not only managing their own collections, but assuming roles of integral management of local heritage. But it is not sustainable for each municipality to have a museum. However, this should not be an obstacle for municipalities to adopt cultural heritage policies. For this purpose, we propose to institutionalize the specific figure of the municipal technician of cultural heritage. To relect on this proposal, we start with the analysis of the competence framework (local, sectorial and urban legislation, especially in Catalonia) and the current situation of local heritage technicians in Catalonia. We also analyse the figure of the municipal archaeologist. Finally, we justify the need for cultural heritage management and governance from the local sphere with public service criteria, including its protection through urban catalogues. Secondly, we formulate proposals on the proile and functions of the municipal technician of cultural heritage.
