Abstract
La variedad de concepciones e interpretaciones en torno al concepto de calidad de la democracia deriva en la imposibilidad de un debate estructurado en torno a la materia. La falta de acuerdo se basa tanto en la determinación de las dimensiones que son inherentes al concepto como en los indicadores que las reflejan a nivel empírico y da cuenta de que el desarrollo de marcos teóricos y metodológicos para su estudio y medición todavía es una agenda de investigación en construcción. ¿Se puede medir la calidad de la democracia? ¿cómo y para qué hacerlo?, y antes que eso, ¿qué noción de democracia es más pertinente para pensar los desafíos actuales de nuestros sistemas políticos, es decir para analizar la calidad de la democracia? Partiendo de estos interrogantes esta investigación doctoral busca contribuir a la discusión teórica en torno a la conceptualización y la medición de la calidad democrática. Se argumenta que el debate en torno al concepto de calidad de la democracia no es un debate que pueda simplificarse en la inclusión o exclusión de los atributos que mejor den cuenta del funcionamiento institucional de un régimen democrático sino que involucra necesariamente la discusión sobre la redefinición del concepto de democracia y las dimensiones pertinentes para aprehenderla...
The variety of conceptions and interpretations around the concept of quality of democracy results in the impossibility of a structured debate around the matter. The lack of agreement is based both on the determination of the dimensions that are inherent to the concept and on the indicators that reflect them at an empirical level and shows that the development of theoretical and methodological frameworks for their study and measurement is an agenda of construction research.Can the quality of democracy be measured? How and why to do it? And before that, what notion of democracy is more pertinent to think about the current challenges of our political systems, that is, to analyze the quality of democracy? Based on these questions, this doctoral research seeks to contribute to the theoretical discussion around the conceptualization and measurement of democratic quality. It is argued that the debate around the concept of quality of democracy cannot be simplified into the inclusion or exclusion of the attributes that best account for the institutional functioning of a democratic regime, but rather it necessarily involves the discussion on the redefinition of the concept of democracy and the relevant dimensions to apprehend it...
