Hacienda, poder real y sociedad en Toledo y su reino (siglo XV-principios del XVI)

Abstract

Estudio del sistema fiscal vigente entre 1429 y 1504 en la Monarquía castellana, de sus aspectos estructurales y coyunturales, así como de sus implicaciones a nivel socio-político y económico, aplicado al territorio que formaba parte del antiguo Reino de Toledo. El trabajo se estructura en tres partes interrelacionadas. En la primera se analizan los recursos fiscales ordinarios percibidos en el territorio de estudio prestando especial atención a aspectos como la tipología de cada figura fiscal; la legitimidad sobre la cual se asentaba; el objeto y sujeto del gravamen; los sistemas de control del fraude y la incidencia del mismo en la recaudación; la evolución cuantitativa de cada renta y las alteraciones experimentadas en cada distrito tributario. La segunda parte se dedica al estudio de los recursos fiscales extraordinarios que no formaban parte del derecho regaliano y, por lo tanto, debían ser negociados con otras instancias –Cortes y Pontificado, fundamentalmente– en las cuales residía la potestad de su concesión. Finalmente, la tercera parte aborda desde una perspectiva socio-política el estudio diacrónico del sistema de gestión tributaria y las redes de interés urdidas en torno al mismo, fundamentalmente en relación con los recursos fiscales ordinarios. Para ello se ha prestado atención a la intervención de agentes fiscales procedentes del ámbito de estudio; a sus perfiles socio-políticos y su inserción en las redes de interés de las cuales formaban parte; y a las estrategias cooperativas que proporcionaban el sostenimiento de su actividad financiera y mejoraban la circulación del crédito y de la información. Study of the tax system in force between 1429 and 1504 in the Castilian Monarchy, their structural and circumstantial aspects as well as their implications for the socio-political and economic context, applied to the territories which were part of the ancient Kingdom of Toledo. The work is structured in three interlinked parts. In the first part we analyse the fiscal resources received ordinarily in the territory under study, especially stressing aspects such as the typology of each fiscal figure; the legality on which it was based; the object and subject of levy; the fraud control systems and the incidence of fraud on tax collection; the quantitative evolution of each revenue and the changes shown by each fiscal district. The second part focuses on the study of the extraordinary fiscal resources which were not part of the regal right granted to the Castilian Monarchs and that, therefore, had to be negotiated with other powerful groups and institutions –mainly the Cortes and the Papacy– in which the authority for their concession resided. Finally, the third part addresses from a socio-political point of view the diachronic study of the tax administration system and the interest networks woven around it, mainly in relation to the ordinary fiscal resources. For this purpose we have focused on the intervention of the fiscal agents coming from the area under study, their socio-political profiles and their integration into the networks of interest they were part; and the cooperative strategies which provided the support of financial activities and improved the flow of credit and information.
