Abstract
Este artigo apresenta resultados de pesquisa de mestrado referentes à avaliação de documentos de arquivo na administração pública federal (APF) brasileira. A avaliação de documentos consiste na atribuição de valor aos documentos, na definição dos prazos de retenção, na destinação dos documentos relevantes para a guarda permanente e na eliminação daqueles considerados destituídos de valor. Este trabalho tem como objetivo avaliar as práticas de avaliação de documentos digitais de arquivo na APF, à luz da legislação nacional e dos conceitos arquivísticos referentes ao assunto. O campo empírico da pesquisa foi formado pelos vinte e quatro ministérios do poder executivo federal, com sede em Brasília. Foi realizada uma pesquisa bibliográfica a respeito do tema. Em seguida, foi analisada a legislação brasileira referente à avaliação de documentos digitais. Foi aplicado um questionário de levantamento de dados junto aos ministérios componentes da amostra. A legislação brasileira estabelece que a avaliação e a destinação dos documentos digitais devem obedecer aos mesmos critérios e procedimentos para os documentos analógicos previstos na Lei N.º 8.159/1991 e nas resoluções do Conselho Nacional de Arquivos (CONARQ). Observou-se, no entanto, que os documentos digitais de arquivo não recebem o mesmo tratamento que os documentos analógicos.
This paper presents results of master’s degree research on archival appraisal held in the Brazilian Federal Public Administration (APF).The archival appraisal consists of assigning value to documents, in setting retention schedules, in the allocation of relevant documents for permanent custody and the elimination of those considered not valuable. This work aims to evaluate the appraisal practices of archival digital records file in APF, based on national legislation and archival concepts related to the subject. The research empirical field was formed by the twenty-four ministries of the federal executive power, held in Brasília. A literature research on the subject was held. Then the Brazilian legislation concerning the evaluation of digital documents was analyzed. A data survey questionnaire was applied to the sample components ministries. Brazilian legislation provides that the appraisal and the allocation of digital documents must meet the same criteria and procedures of analog documents required by Law No. 8.159/1991 and the resolutions of the National Council on Archives (CONARQ). It was noted, however, that archival digital documents does not receive the same treatment as the analog documents.
