Abstract
La gerencia pública moderna está sustentada en un conjunto de criterios técnicos regidos por las premisas de calidad, eficiencia y eficacia en la ejecución de las políticas públicas. Es un proceso evolutivo resultante de la integración de métodos de la economía privada, de las escuelas de administración y de los principios de la ciencia política en el manejo de los asuntos públicos. La crisis más reciente de 2008, débilmente superada y con una economía global ralentizada, evidenció grietas profundas en la coordinación de los agentes e instituciones reguladoras del sector financiero, y con esto, una discrecionalidad en las actuaciones de los funcionarios públicos que le componen, o bien, de los actores políticos electos que coordinan todo el sistema. La burocracia como agente visible de la entelequia que desde la academia se denomina Estado ha sido blanco de las directrices de reformas en la administración del Estado que se han venido produciendo en el último cuarto del siglo XX inspiradas por la lógica de gestión de la economía privada en los países anglosajones. En las próximas líneas se dará cuenta de este proceso, de la evolución de las reformas y su imbricación entre actores, procesos y sistemas, donde la conducta ética y responsable en entornos democráticos son cada vez más una condición indispensable de la actuación de los ciudadanos, los políticos y los funcionarios en la administración de los asuntos públicos...
The modern public management is based on a set of technical criteria governed by the premises of quality, efficiency and effectiveness in the execution of public policies. It is an evolutionary process resulting from the integration of methods of the private economy, management schools and the principles of the political science in the management of public affairs. The most recent crisis of 2008, of which the after set is still visible with a global economy slowed, showed deep cracks in the coordination of the agents and institutions regulating the financial sector, and with this, the discretionary actions of public officials that constitutes it, or of the elected political actors that coordinate the entire system. The bureaucracy as a visible agent of the entelechy that in the academy is called “State” has been the target of the guidelines for the reforms of the administration of the State that have been occurring in the last quarter of the twentieth century inspired by the management logic of the private economy in the Anglo-Saxon countries. In the following lines this process will be addressed, the evolution of the reforms and the connection between workers performing the duties and the higher supervision, processes and systems, where the ethical and responsible conduct in democratic environments are increasingly an indispensable condition of the action of the citizens, politicians and officials in the administration of public affairs...
