Abstract
Los incendios forestales son un problema ambiental que afecta también a los montes de La Comunidad de Madrid y cuyo origen puede deberse tanto a causas naturales como humanas, intencionadas o negligentes.Entre los factores que pueden propiciar los incendios forestales en la Comunidad el clima reviste especial importancia, el verano suele corresponderse con el periodo de mayor incidencia por incendios forestales al confluir entre otros factores las altas temperaturas y la escasa precipitación que propician el estrés hídrico de las plantas haciéndolas más propensas a dicho fenómeno.Para hacer frente a esta situación, todos los años la Comunidad pone en marcha el Plan de Incendios forestales que va del 15 de junio al 30 de septiembre, conformado por equipo humano y medios materiales para prevenir y/o combatir los incendios...
The forest fire topic represents an environmental problem in general but also affects strongly the mountains in the Community of Madrid (Spain) and its origin may come from both natural and human causes either intentional or negligence. Among the distinct factors than can cause such forest fires in this region, weather conditions are particularly important besides seasons – summer is usually the greatest period of incidence due to high temperature and scarcity of rain that contribute to the water stress on plants and therefore prone to catch fire. In order to face this situation, every year the Community of Madrid set out the Forest Fire Planning, which runs from June 15 to September 30, consisting of human resources and material equipment aimed at preventing and / or combating fires. The Emergency Civil Protection Planning for Forest Fires is enacted by Decree 58/2009, of June 4, which has been recently repealed by Decree 59/2017, of June 6. In addition,the legislation protects forests by creating instruments that allow them to be used sustainably. It also establishes the control of activities that can generate risk by contemplating a series of measures as well as imposing sanctions for the breach of administrative or criminal law corresponding...
