La utilidad de los estados contables de las empresas para evaluar el retorno de las inversiones públicas

Abstract

Las inversiones públicas en infraestructuras generan una rentabilidad para las administraciones que se puede medir en términos monetarios, a través de las cuantías que retorna al Estado mediante los gravámenes generados por su construcción. Este artículo pretende demostrar que es posible calcular este dato partiendo del contenido de los estados contables empresariales. Se confirma que la utilidad de la información contable no se limita a su suministro para que sea evaluada por terceros, sino que contribuye también a la valoración de la rentabilidad total que generan las inversiones de las Administraciones Públicas. El estudio se apoya en un soporte práctico basado en la línea de tren Alta Velocidad: Madrid-Barcelona-Frontera FrancesaUsually, governments decide the investments in infrastructures taking as reference the improvements in the well-being that these are going to generate in the citizens and in their quantitative analysis; it is only valued the cost perspective that its financing implies. However, public investments in infrastructures also generate a profitability for the administrations that you can measure in monetary terms, through the quantities that return to the State by means of the obligations generated by the infraestructure construction. This article aims to demonstrate that it is possible to calculate this data from the information in managerial reports. We try to demonstrate that the utility of accountant information is not limited to supply information just to be evaluated by thirds, it also contributes to the valuation of the total profitability that the investments of the Public Administrations generate. The study is based on the practical example of the High Speed train line: Madrid-Barcelona-French frontier.
