Abstract
En la Unión Europea (UE), la Directiva Marco del Agua (DMA) exige a los estados miembros alcanzar el buen estado ecológico de todas las masas de agua en 2027 a más tardar. Tras más de 20 años de la entrada en vigor de la DMA, el cumplimiento de su objetivo sigue siendo un desafío, habiendo logrado solamente que alrededor del 40% delas aguas superficiales alcancen un estado ecológico bueno o muy bueno. Hay varios retos que dificultan el cumplimiento del objetivo de la DMA, dos de los cuales son el tema de esta Tesis Doctoral: i) el diseño de medidas de mitigación eficaces, que resulta complicado debido a la falta de conocimiento sobre las relaciones cuantitativas entre las presiones antrópicas y el estado ecológico y ii) la compleja implementación de medidas planeadas en contextos donde coexisten objetivos de gestión en conflicto. More than 20 years after the entering into force of WFD, achieving this objective remains a challenge, with only about 40% of surface waters in good or high ecological status. There are several issues that hamper achieving the WFD objective, two of which are the topic of this Doctoral Thesis: i) the design of effective mitigation measures, which is complicated by the lack of knowledge on the quantitative links between anthropogenic pressures and ecological status, and ii) the challenging implementation of planned measures in contexts where conflicting management objectives coexist.
