Abstract
El articulo realiza una revisión crítica del Plan de Recuperación, Transformación y Resiliencia español. Tras describir la génesis de los planes de recuperación en la UE, considera el escaso recurso social con que se elaboró el plan. Se analiza a continuación su estructura, y las debilidades que encierra la ausencia de objetivos cuantitativos que permitan un seguimiento y evaluación. De hecho, se apunta la ausencia de un mecanismo de evaluación y rendición de cuentas de resultados, más allá de la mera ejecución de fondos, así como de las limitaciones del aparato de gestión establecido, que debió tener una dimensión mucho mayor.
The article carries out a critical review of the Spanish Recovery, Transformation and Resilience Plan. After describing the genesis of recovery plans in the EU, we consider the limited social resources with which the plan was developed. Its structure and the weaknesses contained in the absence of quantitative objectives that allow monitoring and evaluation are analyzed below. In fact, the absence of a mechanism for evaluation and accountability of results is noted, beyond the mere execution of funds, as well as the limitations of the established management apparatus, which should have had a much larger dimension.
