Abstract
El objetivo de esta tesis doctoral es identificar posibles relaciones entre los diseños organizativos del Ejecutivo y la gestión gubernamental del Gobierno nacional de la República del Ecuador durante el periodo 2007 -2017. Por diseño organizativo se entiende a la estructura orgánica del aparato administrativo al servicio del Ejecutivo. Este aparato estuvo conformado en 2007 por 200 organizaciones entre Ministerios, Secretarías, Consejos, Institutos, Agencias, etc. Cuando terminó el periodo en 2017, se había presentado una importante reducción del 30% de organizaciones públicas y un modelo de gestión organizativa totalmente diferente al que se utilizó hasta 2006. Bajo el paraguas de algunas de las teorías que analizan la reforma del Estado, la reforma de las Instituciones y la forma en la que cambian las organizaciones, la investigación analiza tres periodos de gobierno en los que gobernó el ex Presidente Rafael Correa. The objective of this doctoral thesis was to identify possible relationships between the organizational designs of the government of the Republic of Ecuador during the period 2007 -2017. The concept of Organizational design refers to the organic structure of the administrative apparatus at the service of the Executive. The government of Ecuador started in 2007 with 200 organizational units between Ministries, Secretariats, Councils, Institutes, Agencies, etc. In 2017, there was a significant reduction of 30% of public organizations with a different organizational management model from that they used until 2006. Under the umbrella of some of the theories that analyze the reform of the State, the reform Institutions, and how organizations change, the research studies three periods of government in which former President Rafael Correa ruled. The document describes the organizational nature of the public sector operation, the organizational forms they used, the specific characteristics of each design, and the coordination mechanisms applied in each government period...
