dc.description.abstractLas Nuevas Tecnologías de la Información y la Comunicación pueden ayudar a concretar los viejos ideales de la democracia directa, hasta ahora irrealizables. Durante décadas el principal obstáculo para el autogobierno ha sido el tamaño del demos: reunir a miles de personas en un lugar para deliberar era una utopía. Ahora la red permite la reunión organizada de millones de personas, con lo que supera esta dificultad. Algunos gobiernos como el británico y el finlandés, y ciudades como Queensland, Bristol y París, ya han implementado mecanismos de participación ciudadana vinculante. El Ayuntamiento de Madrid se ha subido a esta ola de gobernanza digital y ha implementado el portal “Decide Madrid” (https://decide.madrid.es/), a través del cual los residentes acaban de votar el diseño que tendrá la nueva Plaza de España, uno de los lugares emblemáticos de la ciudad. En febrero del 2017 realizaron las primeras votaciones virtuales de Madrid: sometieron a consulta vinculante dos propuestas ciudadanas: la del billete único de transporte y la de Madrid 100% sostenible. Ambas fueron aprobadas, pero hay un problema: la creación del billete excede las competencias del ayuntamiento, por lo que su realización no está garantizada. De este modo se aprecian las limitaciones de esta experiencia cibernética y la vigencia del modelo de democracia representativa.
dc.description.abstractNew Information and Communication Technologies can help to realize the old ideals of direct democracy, hitherto unrealizable. For decades the main obstacle to self-government has been the size of the demos: gathering thousands of people in a place to deliberate was a utopia. Now the network allows the organized meeting of millions of people, thus overcoming this difficulty. Some governments like the British and the Finnish, and cities like Queensland, Bristol and Paris, have already implemented mechanisms of binding citizen participation. The Madrid City Council has risen to this wave of digital governance and has implemented the portal ‘Decide Madrid’ (https://decide.madrid.es/), through which residents have just voted the design that will have the new Plaza de España, one of the emblematic places of the city. In February 2017 they made the first virtual ballots in Madrid: they submitted to a binding consultation two citizen proposals: one about a transport ticket and one about turning Madrid 100% sustainable. Both were approved, but there is a problem: the creation of the ticket exceeds the powers of the city council, so its realization is not guaranteed. This shows the limitations of this cybernetic experience and the validity of the model of representative democracy.
