Programa Patrimonio Cultural y Escuelas Taller: Análisis de la cooperación cultural en América Latina y sus centros históricos

Abstract

El patrimonio cultural de los centros históricos de América Latina ha sido intervenido por la cooperación internacional, en tal medida que ésta ha sido considerada como un actor técnico y financiero fundamental. De entre todos los organismos donantes, la cooperación española destaca con su programa de Patrimonio Cultural y Escuelas Taller, que durante casi 40 años ha invertido a través de sus tres principales líneas de actuación en la rehabilitación del patrimonio cultural urbano de numerosos centros coloniales. De este modo, el principal objetivo de este artículo reside en realizar un análisis académico de estas acciones, así como de sus alcances, por medio de la revisión de fuentes secundarias, entrevistas a actores primarios y la observación directa de diferentes intervenciones en siete centros históricos pertenecientes a Colombia, Ecuador y Perú. Se pretende así reflexionar sobre el impacto y la utilidad socioeconómica de este tipo de acciones patrimoniales.

The cultural heritage of the historical centres of Latin America has been a subject for international cooperation, to the extent that it has been considered as a fundamental technical and financial actor. Among the donor agencies, Spanish cooperation stands out with its Cultural Heritage and Workshop School program, which for almost 40 years, has invested through its three main lines of action in the rehabilitation of the urban cultural heritage of numerous colonial centres. Thus, the main objective of this article is to analyse these actions academically, as well as their scope, through the review of secondary sources, interviews with primary actors and the direct observation of different interventions in seven historical centres belonging to Colombia, Ecuador and Peru. All the above, with the intention of reflecting on the impact and socio-economic utility of this type of equity actions.
