Abstract
La transformación digital de las administraciones públicas bajo el paradigma de la gobernanza ha trasladado la carga de la adaptación tecnológica directamente al ciudadano. Este artículo analiza si las políticas públicas de alfabetización digital en España, específicamente el proyecto Competencias Ciudadanas Digitales, dentro del programa Talento Digital (Fondos Next Generation EU), integra criterios de inclusión real o si se limitan a una capacitación instrumental. Mediante una metodología cualitativa y exploratoria, se examinan los itinerarios formativos de las entidades adjudicatarias. Los resultados sugieren que prevalece un enfoque estandarizado y mejora de destrezas ofimáticas que ignora la brecha cognitiva y la complejidad burocrática, factores que actúan como barreras de acceso a servicios básicos para colectivos vulnerables. Se concluye que el despliegue de fondos prioriza el cumplimiento de hitos de gastos sobre el impacto social y la autonomía administrativa de la ciudadanía.
The digital transformation of public administrations under the governance paradigm has shifted the burden of technological adaptation directly onto the citizen. This article analyzes whether public policies for digital literacy in Spain, specifically the Talento Digitalprogram (Next Generation EU Funds), integrate criteria for genuine inclusion in the use of digital public services or remain limited to instrumental skill acquisition. Utilizing a qualitative and exploratory methodology, the study examines the training itineraries designed by thetenimplementing entities. The findings suggest the prevalence of standardized approaches focused on improving basic office skills. Such approaches overlook cognitive divides and bureaucratic complexity, both of which act as significant barriers to accessing essential services for vulnerable groups. The study concludes that the deployment of funds prioritizes the fulfillment of expenditure milestones over social impact and the promotion of administrative autonomy among the citizenries.
