Abstract
La Administración Bush está dando muestras de falta de iniciativa y de liderazgo en su estrategia para combatir la guerra contra el terror. Las políticas emprendidas por la Administración desde los atentados del 11S, además de desaprovechar la importante corriente de solidaridad y cooperación internacional inicial, han debilitado las instituciones multilaterales. A pesar de los notables éxitos obtenidos, como la detención de importantes figuras de Al Qaeda o el desbaratamiento de planes de atentados terroristas contra los intereses de Estados Unidos y de sus aliados, la estrategia de la Administración Bush ha erosionado los valores que proclama defender, basados en el respeto a los derechos humanos y a los principios de la democracia. El énfasis en la respuesta militar y el apoyo a regímenes represivos del mundo árabe están dañando seriamente credibilidad y legitimidad de Estados Unidos en el mundo, generando una hostilidad que es aprovechada hábilmente por Al Qaeda.
The Bush Administration ‘s war on terrorism reflects a major failure of lidership and initiative that makes US more vulnerable rather than more secure. The Administration’ policies to combat terrorism have weakened multilateral institutions and squandered international cooperation. Despite some successful steps to counter terrorism such as the arrest of several highlevel Al Qaeda figures or the disruption of a some planned attacks, the Bush Administration has undermined the values it claims to be defending at home at abroad based on the principles of democracy and the respect of human rights. US strategy based on military responses and support for repressive regimes in Muslim world has seriously damaged both Washington’s credibilitiy and legitimacy in the world, creating hostility that can be exploited by Al Qaeda.
