In this paper we present a generalization of the model proposed by Montero in [Mon87a, MonSTb, Mon92], by allowing non complete fuzzy binary relations for individuals. A degree of unsatisfaction can be defined in this case, suggesting that any democratic aggregation rule should take into account not only ethical conditions or some degree of rationality in the amalgamating procedure, but also a minimum support for the set of alternatives subject to the group analysis.en
