Abstract
Los estudios sobre la implementación de la transparencia en el ámbito de la Administración estatal suelen ser escasos y los existentes se caracterizan por tener un cierto sesgo jurídico, alejándose, a veces, del enfoque de políticas públicas y, en particular, de sus herramientas de planificación y gestión. Por ello, este artículo efectúa una aproximación novedosa y pertinente a este tema, al indagar en la implementación de la transparencia estatal en España en aras de conocer la estructura organizativa, los instrumentos de gestión y los recursos que se han generado para garantizar el buen desarrollo de esta política pública. Los datos de la investigación proceden de la combinación de varias técnicas cualitativas: el acervo de conocimiento generado en los espacios participativos y los foros grupales asociados al IV Plan de Gobierno Abierto; y entrevistas realizadas a docentes universitarios de diferentes disciplinas (Ciencia Política, Ciencia de la Administración, Ciencias de la Comunicación y Derecho, entre otras) a lo largo de los años 2023 y 2024. En definitiva, los resultados del estudio contribuyen a verificar que el sistema de implementación de la transparencia pública estatal es un modelo in fieri, así como a proponer una serie de recomendaciones para mejorar su efectividad.
Studies on the implementation of transparency within the scope of the state administration are generally scarce, and those that exist tend to exhibit a certain legal bias, often distancing themselves from a public policy approach and from its planning and management tools. Therefore, this article offers a novel and relevant approach to the topic by exploring the implementation of state transparency in Spain, with the aim of understanding the organizational structure, management tools, and resources that have been developed to ensure the effective execution of this public policy. The research data come from a combination of various qualitative techniques: the body of knowledge generated in participatory spaces and group forums associated with the Fourth Open Government Plan; and, interviews conducted with university professors from different disciplines (Political Science, Public Administration, Communication Sciences, and Law, among others) throughout 2023 and 2024. Ultimately, the study’s findings help confirm that the system for implementing public transparency at the state level is a model in fieri, and they also offer a series of recommendations to improve its effectiveness.
