América Latina frente al 24-F ucraniano: entre la tradición diplomática y las tensiones políticas

Abstract

Las posiciones de los países de América Latina respecto a la agresión que ha sufrido Ucrania por parte de Rusia desde el 24 de febrero de 2022 han respondido, mayoritariamente, a la tradicional visión normativa de las relaciones internacionales que ha caracterizado tanto su cultura política como su visión del mundo, si bien se han apreciado unas tensiones y contradicciones que merecen especial atención. Este artículo las examina, teniendo presente sus interrelaciones, por lo que se atenderá cómo se han posicionado los gobiernos de la región, tratando de distinguir las posturas adoptadas de cara al escenario político doméstico y las que las cancillerías han fijado en declaraciones oficiales, así como mediante el voto en Naciones Unidas u otras instancias. De este modo, se interpretan los posicionamientos como expresiones de la contienda política en cada país y en la región; y, finalmente, la manera en la que reflejan o impugnan las visiones del mundo, y los principios, tradiciones y modelos de política exterior que están presentes en la región.

The Latin American countries stances regarding the aggression that Ukraine has suffered from Russia since February 24th 2022 have responded, for the most part, to the traditional normative vision of international relations that has characterized both their political culture and their world´s vision, even though some tensions and contradictions have been appreciated that deserve special attention. This article examines them, bearing in mind their interrelationships, so it will address how the Latin American governments have positioned themselves, trying to distinguish the stance adopted in the face of the domestic political scene and those that the foreign ministries have established in official declarations, as well as by voting at the United Nations or other bodies. In this way, these stances are interpreted as expressions of the political struggle in each country and in the region; and, finally, the way in which they reflect or challenge the worldviews, principles, traditions, and models of foreign policy that are present in the region.
