Democracia y desarrollo en Chile: el aprendizaje institucional de las reformas

Abstract

La preocupación fundamental de la autora se centra en la necesidad de comprender la relación que se ha establecido entre reformas estructurales y marcos institucionales en América Latina durante los años noventa. El caso chileno, analizado en profundidad en este artículo, sirve de ejemplo para mostrar cómo este proceso de liberalización comercial y financiera podía también generar una profunda inestabilidad macroeconómica si no iba acompañado de un marco institucional adecuado. Entender el proceso de desarrollo institucional chileno (especialmente en su matriz estatal), su conformación histórica y las cristalizaciones institucionales que han supuesto algunas de las reformas estructurales en los últimos dieciséis años, constituye pues el objetivo principal de este texto. Diecisiete años después de la transición a la democracia, parecería que el caso chileno ha sido capaz de combinar con éxito la consolidación de las instituciones democráticas con la implementación de reformas estructurales que han dado especial dinamismo a la economía chilena. Sin embargo, también es cierto que han quedado pendientes otras reformas políticos-institucionales necesarias para fortalecer el sistema democrático en ese país.

The key concern of the article is the understanding of the connexion that has been established between the structural reforms and the institutional frames in Latin America during the nineties. The case of Chile, studied in depth in this article, is the example to show how the process of trade and financial liberalisation could create deep macroeconomic instability, if is not combined with an adequate institutional frame. Hence, the main aim of this article has to do with understanding the process of institutional development in Chile, the historical configuration and the institutional consolidation that have led to some structural reforms in the last 16 years. Almost two decades after the transition to democracy, it seems that the Chilean case has combined successfully the consolidation of democratic institutions with the implementation of structural reforms. All these synergies have given a particular dynamism to the economy. Although, is also true that there are some other political and institutional reforms left, that are necessary in order to strength the democratic system of this country.
