Abstract
Esta investigación aborda el tema de la gestión de la diversidad cultural y lingüística proveniente de la inmigración en dos casos con presencia de nacionalismos minoritarios y desarrollos federales asimétricos como son Quebec-Canadá y Cataluña- España. Mientras Canadá es un país federal, España desarrolló un proceso de federalización desde la transición a la democracia, que además fue paralelo al desarrollo del Estado de Bienestar y que no ha terminado de ser reconocido como tal por todos los actores políticos y sociales, ni en el marco legal y constitucional. Ambos países sin embargo han experimentado desarrollos asimétricos para acomodar la diversidad interna y un entramado de relaciones intergubernamentales que les permitió enfrentar las complejidades del gobierno multinivel. En este contexto la pregunta central que busca responder esta investigación es ¿Cómo influyen las relaciones intergubernamentales sobre la formulación de las políticas de integración de los inmigrantes en Quebec y Cataluña entre 1995-1999 y 2011?. Es decir, nos preguntamos por la influencia de éstos desarrollos y de este entramado de relaciones intergubernamentales en la formulación de las políticas para integrar a los inmigrantes. Nuestro eje de análisis para la formulación de la política han sido Quebec y Cataluña, bajo una perspectiva de gobierno multinivel analizando sus relaciones con el gobierno federal y central de un lado y con las principales ciudades receptoras de inmigrantes como Montreal y Barcelona del otro, así como con las ONG y el sector asociativo. This research focuses on the management of cultural and linguistic diversity of newcomers in states and societies such as Quebec-Canada and Catalonia-Spain that hold minority nationalism and asymmetric federal relations. While Canada is a federal country, Spain experienced a process of federalization since 1978. Hence both countries have experienced asymmetric developments in order to accommodate their own diversity in addition to a framework of intergovernmental relations to face the complexities of multilevel government. The main question of our analysis is therefore the influence of intergovernmental relations on the formulation of policies of immigrant integration in Quebec and Catalonia between 1995-1999 and 2011. Following a multilevel perspective the study focuses on Quebec and Catalonia and their relations with the federal and central government, but also with Montreal and Barcelona as the main host cities of immigration and with the associations and NGOs. In addition the influence of European Union over Spanish and Catalonian policies for newcomers has been also considered. The research is framed by the field of policy studies and policy formulation from a pluralist approach following authors like Lindblom (1991), Majone (1989) or Stone (1988). Hence the decision making process will be explained as a political game with multiple stakeholders, each one holding their own positions, arguments and strategies of legitimation or persuasion. It also follows an intergovernmental approach in the understanding that the process of policy making in Quebec and Catalonia occurs within a context of multilevel relations, competing nationalisms and asymmetric pressures setting a specific policy game. The main hypothesis is that -during the time frame considered for the study- intergovernmental relations managed effectively the tensions and cleavages associated with the presence of minority nationalisms and territorial issues in both countries and societies, minimizing their possible effects on the formulation of the policies of integration for newcomers...
