Elites, public opinion and pressure groups: the British position in agriculture during negotiations for accession to the European Community, 1961-1975

Abstract

The study of the British position during the accession negotiations with the European Community (EC) can throw light on the relationship between ‘public opinion’ and ‘elites’. How was the British position towards the European Community formulated? Which actors were involved? Whose ‘opinion’ mattered? Whose interests did the policy line reflect? In order to answer these questions and highlight their relevance, the first section of this article outlines a simple theoretical framework. The empirical analysis, in the second section, is restricted to the agricultural sector, which was the most difficult and controversial to negotiate.

El estudio de la posición británica durante las negociaciones de su adhesión a la Comunidad Europea (CE) puede arrojar luz sobre la relación entre la 'opinión pública' y las 'élites'. ¿Cómo se formuló la postura británica ante la Comunidad Europea? ¿Qué actores participaron? ¿Qué opinión importaba? ¿De quién eran los intereses reflejados en la postura? Para responder a estas preguntas y destacar su relevancia, la primera sección de este artículo plantea un marco teórico sencillo. El análisis empírico, en la segunda sección, está acotado al sector agrícola, el más difícil y controvertido de negociar.
