Abstract
The extensive list of objectives of the Lisbon reform have, in part, become outdated or outdated. In 2020, there are no EU plans, aims or objectives that have not suffered erosion from the anxious appearance, even traumatizing like the financial crisis and the COVID-19 pandemic, with new ambitions and multiple contexts. European society, as if that were not enough, must undergo structural transitions, both green and digital. For all these reasons, the need for a trilogue between the Institutions, the States and the citizens of the EU is defended.
