The European Neighbourhood Policy in a fragile world and in times of Pandemic

Abstract

This chapter focus on the achievements of the European Neighbourhood Policy (ENP) since its inception in 2003, the challenges it faces in both dimensions, the so-called Eastern Partnership (EaP) and the Southern Dimension, and will try to provide some keys that allow this policy to be developed in a world that in recent years has revealed itself as changing and fragile, and at the time of writing this lines, shaken with great virulence by the COVID-19 pandemic, whose global impact in the medium and long term on international governance remains to be seen.
