América latina y la Unión Europea: la agenda de Guadalajara y las relaciones birregionales

Abstract

La Cumbre de Guadalajara ha mostrado la vitalidad de las relaciones entre la Unión Europea y América Latina y el Caribe, en parte a través de un proceso preparatorio en el que se han implicado un gran número de actores, gubernamentales y no gubernamentales, y en particular de la sociedad civil, aunque ésta no goce del debido reconocimiento. Este artículo presenta los antecedentes de la Cumbre de Guadalajara (2004) y analiza las consecuencias de la guerra en Irak y la estrategia estadounidense frente al terrorismo global y sus implicaciones en América Latina y el Caribe.

The Summit of Guadalajara has shown to the vitality of the relations between the European Union and Latin America and the Caribbean, partly through a preparatory process in which they have implied a great number of actors, governmental and nongovernmental, and in individual of the civil society, although this one nonenjoyment of the due recognition. This article presents/displays the antecedents of the Summit of Guadalajara (2004) and analyzes the consequences of the war in Iraq and the American strategy front to the global terrorism and its implications in Latin America and the Caribbean.
