Abstract
La presente tesis doctoral evalúa la incorporación del concepto de patrimonio territorial en un conjunto de políticas públicas que tienen el desarrollo territorial entre sus objetivos. Un propósito que surge de la inquietud por buscar herramientas para el desarrollo de algunos de los territorios periféricos del continente europeo más desfavorecidos en términos sociales y económicos. Algunas regiones de España, Italia, Grecia y Portugal cuentan con unos niveles de renta muy por debajo de la media europea, y sus tasas de empleo, envejecimiento o despoblación apremian a encontrar nuevas fórmulas que contribuyan a paliar esta situación. A su vez, éstos son territorios que poseen una gran potencia y riqueza patrimonial, derivada, en gran medida, de su localización entre dos continentes o de la sucesión en ellos de múltiples civilizaciones a lo largo de la historia. De ahí la necesidad de hacer del patrimonio un vector de desarrollo capaz de dar respuesta alas necesidades de estos territorios, revirtiendo su situación actual. The present doctoral thesis evaluates the incorporation of the concept of territorial heritage in a series of public policies which have the territorial development among their objectives. This purpose rises from the anxiety of searching for tools for the development of some of the more disadvantaged peripheral territories of the European continent in social and economic terms. Some regions of Spain, Italy, Greece and Portugal have income levels well below the European average, and their employment, ageing and depopulation rates forcing the need to find new recipes that contribute to mitigate the situation. At the same time, these territories have a high potential and rich heritage, largely derived from their location between two continents or the traces of several civilizations throughout history. Hence, there is the need to make the heritage one vector of development capable of answering the needs of these lands, reversing their current situation. This development has to be largely associated with a sustainable tourism management with a basis on the patrimonial legacy...
