¿Ha sido eficaz el multilateralismo enfrentando la COVID-19? Debilidades, potencialidades y alternativas en el marco de la Agenda 2030

Abstract

Este trabajo parte del presupuesto de dos cuestiones relacionadas que han contribuido a una gestión global deficiente de la pandemia de la covid-19: por un lado, no hay un sistema multilateral eficaz, y por otro, ha sido un error concentrar las decisiones sobre el sector salud sin considerar el impacto integral. Por todo ello, el propósito de este artículo ha sido el de revisar la respuesta del sistema multilateral en la gestión de la pandemia para detectar sus debilidades y potencialidades desde el multilateralismo activo, así como examinar las aportaciones del enfoque Una Salud en el marco de la Agenda 2030.This work assumes two related issues that have contributed to the deficient global management of the COVID-19 pandemic: on the one hand, there is no effective multilateral system, and on the other, it has been a mistake to concentrate decisions on the health sector without considering the integral impact. For all these reasons, the purpose of this article has been to review the response of the multilateral system in the management of the pandemic in order to detect its weaknesses and potential from the perspective of active multilateralism, as well as to examine the contributions of the One Health approach within the framework of the 2030 Agenda.
