Le secteur associatif en Algérie : la difficile émergence d’un espace de contestation politique

Abstract

La brève période d’ouverture politique connue par l’Algérie à la fin des années 1980 a permis le développement d’un tissu associatif que la guerre civile de la décennie 1990 n’a pas freiné. Cependant, ce qu’il est convenu d’appeler la société civile a du mal à se libérer de l’emprise des gouvernants, fort habiles pour coopter et instrumentaliser des acteurs associatifs nécessaires à la construction de sa légitimité tant interne qu’externe. Cependant, le contrôle de l’État a aussi ses limites et face à l’inertie qui marque la vie politique partisane, certaines associations, même si elles sont minoritaires, ont réussi à créer un espace d’opposition autonome en utilisant, en particulier, les ressources de l’international.

The brief period of political openness experienced in Algeria during the late 1980s allowed emergence of a non-profit and voluntary sector undaunted by the civil war of the 1990s. However, this so-called “civil society” is struggling to free itself from the grasp of a strong government, skilful at co-opting and instrumentalizing civil society actors in building its legitimacy both internally and externally. State control has its limits however, and with the inertia that has marked partisan politics, certain non-profits, even if only a minority, have managed to create an opposition space building on international resources.

الفترة القصيرة للانفتاح السياسي الذي عرفته الجزائر في نهاية الثمانينات سمح بتطور نسيج جمعوي و الذي لم توقفه الحرب الأهلية لعشرية التسعينات. في أثناء ذلك، فالمتفق عليه بما يسمى المجتمع المدني من الصعب عليه الإفلات من قبضة الحكام المهرة جدا في تعيين و استخدام عناصر جمعوية ضرورية لبناء شرعيته الداخلية و الخارجية. مع ذلك، فرقابة الدولة لها حدود أيضا، و في مواجهة الجمود الذي يميز الحياة السياسية الحزبية فهناك بعض الجمعيات، حتى و إن كانت قليلة، استطاعت أن توجد مجالا مستقلا للمعارضة باستخدام مصادر دولية خاصة
